The usual way to line a flamenco skirt is to join each lining piece to its corresponding skirt piece and then treat the two layers as one.
Lining and skirt pieces are joined at the beginning, when finishing the raw edges of the pieces. I use a serger but if you don’t have one you can use a zig zag stitch on your regular sewing machine.
I start serging the bottom edge of the lining piece. This step is not strictly necessary but it does give a much nicer finish so I don’t usually skip it.
Next, place the skirt piece right side down and the lining piece on top and serge both side edges from top to bottom, making sure you serge both layers together. Repeat for all 7 skirt/lining pieces. Serge side and bottom edge of the front facing piece, serge bottom and side edge of back facing pieces, leave center and top edges unfinished.
